How can I create this style without heat? I've tried a braidout but it doesn't look quite as nice (or straight). However, I haven't tried a braidout on hair that has been flatiorned first. This may work. What do you think?

How have you been doing your braidouts? I find cornrow braid outs (4 big ones) to give a looser wave. Or flexi rods on dry hair
 
If you do the style on rollerset, banded, or threaded hair you may get the look you desire.
 
I did this style alot when I was transitioning. The trick is your hair shouldn't be dripping wet, it should be like 75% dry or if its even totally dry just put some creamy leave in conditioner on your hands and wipe in thru your hair as your cornrow it. Just like Allicat said, 4 or 5 is enough. But remember you just want it slightly moist so it will set. I used to airdry or blowdry then do the process above.
