I don't see why not, if you only rinse certain sections of your hair. It would only last as long as a rinse would, and it might be hard 'controlling' it, unless it's really thick......
You can't achieve streaks with a rinse unless you have already lifted your hair with a hair color with bleach. Rinses have no lifting action, they just deposit color. So if you already had light colored hair, OR you've previously bleached your hair, could you achieve "streaks" with it. Hope that makes sense. You should look it up on the net to find out the different actions of different coloring options. HTH
