I think I experienced breakage as a result of the length causing my hair to tangle into itself. Also, I attribute it to the nature of my natural texture. Even though I always deep conditioned and moisturized my hair, I consistently had "balls" of hair coming off at the ends.
 
Don't give up on being natural just yet.

I believe you when you say that your hair growth has slowed down (the lack of new growth after dyeing your hair is proof of that). It could be just the winter months (although that winter-slow growth theory just doesn't scientifically make sense to me). I got braids in December and for 2 months, I swear to you there was NO new growth! Now that I'm using my Glovers mix, I am finally getting some new growth.

Have you tried scalp massages? I agree that you should patiently wait out these winter months and see what happens during the spring. If your new growth is still coming in slowly, I would suggest going to see a doctor because something may be going wrong internally. I'm going to the doctor myself to see if my anemia has gotten worse and if that is having an effect on my lack of new growth.

As for hair growth---if you're not getting breakage with your natural hair, it's probably not a hair issue. A relaxer is not going to get your hair to grow again. There's nothing in a relaxer that can grow hair. If you're not having breakage, and your hair isn't growing, there has to be other reasons. Also, most people get growth spurts during the summer (hot months), so maybe it's only a matter of time for your hair to start taking off again. I hope you find the root of your problem. If I were in your shoes, I'd be very concerned too, but I'd say at least wait it out, until the hot months---your hair might surprise you.
