How exactly do you apply it? Does it eventually seep down to your forehead? I use Hot Six Oil after moisturizing on both wet and dry hair. Sometimes I'll mix the moisturizer and the oil just for sake of time. I try to give enough attention to my edges, but I never touch my forehead, yet lately it seems a few hours later, my forehead is really shiny. FYI, I have been using L'oreal Hydrafresh for facial cleansing and their Active Daily Moisture afterwards, don't think either contails oils. I also take liquid cod liver oil.
 
I always apply my oils to damp hair, even if I have to dampen with my distilled water spray or Surge or whatever liquidy leave ins I may be using. I apply it to my edges, ends and what's in between. I pour some in my hand rub together a little and then smooth it down my strands section by section. I dont put oil in my scalp. Are you pouring the oil on to your hair? If so that may be the reason.
 
I think that you're applying a bit too much oil... you don't need a lot.

I put it on damp hair after putting in any leave ins and moisturizers. I just dip my finger in the oil and put it on section by secction.

Only on my wash day I put a quatersized amount in four sections of my hair, then as I rollerset or twist my hair I put a little more on the damp ends and I airdry.
 
I apply oil only to the ends of my damp hair, and a very minimal amount on the edges.

I tend to use moisturizers and leave-ins for the rest of my hair.
