ETA: Okay, I at first thought that she cut off a lot of braids, but it's only one as I understand it. It's still a blatant disrespect though. She needs to ensure that the teacher is disciplined accordingly.

One braid or a thousand, that teacher never should have put her hands on that child. Technically, since it was the child's hair, its was a part of the child's body.
