Your hair never stops growing even when it is the telegen 'resting' phase..this is what I thought. When i had a telegen effluvium ny hair was still growing (I think so anyway) just a lot was falling out it lasted for 3 months then suddenly stopped one day.
 
I have suffered from telegen effluvium (excessive hair shedding)for the past 2.5 months due to recent surgery. It has slowed down tremendously. My hair has continued to grow, it's just a lot thinner than it used to be. I've noticed that it seems to have started to thickening back up lately. HTH
