Can someone explain what wrap strips are?

I am a newbie but I think what they ae are those white paper strips the use in the barber shops and saloons to hold the hair down when drying to keep the hair smooth, I think. I have some and have used them but I am not very good at using them so I just use a scarf. Hope this is correct and helps.
