I don't mind highlights of any color on any skin tone. It's when the entire head is dyed a color that is lighter than that person's own skin tone that I'm like, "eew..I don't like it." That's just me, though. Her hair is gorgeous.
I think she is so pretty and that color looks great on her. But I am not surprised because not even all light-skinned people can pull off blonde. So just because one is brown doesn't mean they cannot also rock the color.
I think everything depends on skin undertones, and features. She pulls this off nicely.
I think a lot depends on your particular face and the way you carry yourself. I have seen lighter skinned women who look a complete mess with blond hair even though their skin supposedly compliments it better, but the right woman with the right shade of blond can look great, regardless of skin tone.
