Looks like regular twists done loosely. Does anyone know what makes the "balm"?

called up and the lady says she uses balm hair to do the balm twists...i don't know what that means, i asked her to explain and she hung up 
i think she was just confused as to why i would call to have a style explained if i'm not planning on coming in.
honestly, i want that style...looks like two strand twists honestly really natural looking.
