Not 100% sure, but i've noticed that "polishers" are heavier on the hair and thicker in formulation. I believe they create the shine effect by sitting on top of the strand like a gloss coating.
Serums are thinner in consistency and leave the hair feeling lighter and more airy. Many serums claim to provide other benefits in addition to shine.
Oh yeah and I was just thinking, I don't recall ever seeing a product labeled as a heat protecting polish/glosser, only a heat protecting serum. So maybe the bonds in serums are stronger? IDK
Serums usually contain potent amounts of Silicone. Silicone does a good job of bonding to the hair and filling in holes and pores.
