It's not a moisturizer. Even though it penetrates the strand it's still an oil.
Castor oil can be used on the scalp but it doesn't penetrate your scalp it just seals moisture in that you applied before. But since coconut oil, avocado oil and jojoba oil are oils that can penetrate your scalp, can these not be called sealers because it doesn't just sit on top it actually goes into the hair and nourishes it

Coconut oil could be considered a moisturiser bc it is actually able to penetrate the hair strand and doesn't just 'sit' on the surface of the hair. You could use it for sealing over a water-based moisturiser bc although it does penetrate it does not do so 100%.
