I believe true baby hairs are actually just that short. Similar to how arm hair wont grow much longer than a few cms for most people. However, yes I do see some women sporting broken hair gelled to their forehead.....

Hmmm...I have baby hair. I think its called baby hair cuz the texture is sometimes softer than the rest of the hair, it may lay down or grow a different direction than the rest of the hair, and it doesnt grow long at all. I doubt it has anything to do with actual age

The fine hairs around my hairline aren't broken. They're soft and straight wth a slight wave. Pretty much the way they've always been, just like my baby hair. I don't go around talking about I have baby hair though.
