I don't know if one will give better results on the hair, but to me anything organic is essentially better for you because it doesn't have pesticides or chemicals. It's truly natural and unaltered.
I've tried both (wal-mart brand and spectrum organic) and I didn't notice a significant difference -- both left my hair soft and shiny although emotionally, I FELT that the organic was "better."
Maybe it's more mental than actual, but I only use organic ACV. Since the distinction exists there must be something unique to the organic vinegar. The distillation process I know is different. Typically industry adds things or strips away benefits in processing, typically using heat, so I use organic everything!
