Where do I find seabreeze

you can find it at walgreens or any store like it. It's in the skin care aisle, usually with the other astringents (alcohol, acne pads, etc).

Since you don't live in the US, you may want to just check pharmacies and/or beauty supply stores. Over here, they usually carry it.
 
I dont think they sell 'seabreeze' in england - the closest thing to buy would be witch hazel astringent which you can get cheap at superdurg.
 
In case you can't find it here are the ingredients if you want to try and make something comparable.

Seabreeze Ingredients:

Water, SD Alcohol 408, Camphor, Peppermint Oil, Clove Oil Eucalyptus Oil, Eugenol, Sodium Benzoate, FD&CYellow No. 5, D&c Green No.5, D&C Orange No. 4.
 
If you can't find the Seabreeze or Witch Hazel try any Skin Care Toner(Olive Oil, Loreal, etc..)it should do good in cleaning your scalp.
