When to apply my "hairapy"???

After washing, I usually do the following --

1. towel dry (which I'm planning on eliminating because it can damage my ends)
2. apply water-based moisturizer
3. apply oil-based moisturizer to seal

At what step in this process should I apply (1) Sunsilk 24/7 straightening creme and/or (2) my BB hair growth oil?

Is the BB hair growth oil a water based moisturizer (first ingredient water) ?
