I am new to all of this, so can someone help me out by telling me exactly what transitioning is?

Going from relaxed hair to natural hair.

switching from Relaxed hair to Natural hair without cutting off the relaxed ends until you grow a certain amount of hair. some people want 2 inches of natural hair for instance before they cut off the relaxed ends. The process of having both textures on your head at the same time with the intention of chopping off the relaxed ends is transitioning.

This is the period in which you are growing out chemically altered hair to result in natural hair.

E.g. not retouching your hair for how many months and gradually cutting off the straightened ends to achieve natural hair.
