I use the curl formers without the heat, just wet set it but when it rains or after it rains we all know that that's bad hair weather, I was wondering was it anything I can apply to my hair before putting my curl formers in to prevent frizziness before it rains. My hair was so fresh looking with the curl formers for four days and then Friday it rains and my curls just elongated and frizzed :( is there anything I can do or I'm stuck with frizzy hair anytime there is moisture in the air?

The only thing that keeps my hair from frizzing out like crazy is gel or olive/coco/avocado oil-any brand.

You could try a serum. I like Redken's Smooth Down Heat Glide and Paul Mitchell's Super Skinny Serum. There's also Redken's Sleek Obedience, which is more of a pomade-like product.
