Looks like her heir is just naturally curly. Its a lil too frizzy got me to tell, but you can achieve this style with either a twistout or braidout. Though I think s twistout would look better with this style.

but it just looks like her natural curl pattern to me. sans blow dry (would be straighter in that case) and sans specific manipulation to achieve a certain pattern...
