Water Base vs Oil Based Moisturisers

So I recently read something(a poster recently submitted) that stated water based moisturizers are bad to oil the scalp with because they assist with tangling....I'm confused....If oil clogs the pores (with the exception of jojoba) and water tangles...then what to use for the scalp? Or should I just take that with a grain of salt? ladies any thoughts
 
What I know is that natural oils (carrot, cator, jojoba, almond, coco...) don't clog pores and I use it after my homemade Water based moisturizer on my scalp and hair !
and of course all hair don't act the same!
 
ITA with Soun, natural oils don't clog my pores for example vatika which is mostly coconut oil makes my scalp soft...I use these oils as a scalp grease, moisturisers I don't really use on my scalp cause I don't think they "grease" my scalp properly so I say use common sense and follow general guidelines but what doesn't work for some may work for you and vice versa, now the only way I could see moisturisers being a problem on the scalp is if it has too many cones then it sort of acts like mineral oil (as a barrier doesn't let things in or out) and you need to clarify more HTH
