To cut or not to cut before a relaxer

Okay ladies I need advice, here's the situation my 16 year old daughter has some damage to her ends, and also needs a relaxer she's about 4-5 weeks post and has alot of new growth, just the damaged ends. So my question is do you normally cut the hair before or after a relaxer. She also wants a short bob cut, since she wants to get rid of the damaged ends.

After, if you cut before it will more than likely come out uneven especially with a bob style to start with. Straight hair is best for cutting hair.

after. My hair grows slightly unevenly so I always cut/trim after a fresh relaxer.
