Stiff when wet moist when dried.. anyone? Please help

I am transitioning and after I wash out my conditioner my hair is hard and stiff when wet and moist when dry after my rollerset.

The problem is, when I rollerset it and it's dry and stiff I lose a lot of hair! Is this just apart of transitioning? Should I be concerned?
