Basically, anyone who shares their hair pics can be FOTM. It's not really a "nomination/selection" process, per se. You just participate on the board, then one day you might get a pm from the moderators asking you if you'd like to be featured.
Sometimes the board members do "call" people out or say, hey, so-and-so should be featured. But in the end, none of us EVER knows for sure who the person is going to be. The mods do the choosing.
