One heard of this? I found it a the domincan salon. The front of the package reads like this:

the ingredients:
Water, cetearyl alchol, wheat germ oil, glycerin,cetyl alchol, collagen, hydrolized milk protien, tocopheryl acetate, ceteareth-12, cetrimonium chloride, fragarence, pathenol, methylparaben, and other insignifcant chems.
It says to use soft shampoo rinse well. and apply with fingertips, massage for 3-5 minutes and leave it in approx 20-30 minutes, Rinse with cold water and finish with sante xx1 capillary cream.
Looked interesting. Never saw a conditioner that actually told you to leave it on this long
