Mizani in BB&B?

I found Mizani products (everything except the relaxer) in Bed Bath & Beyond. I've never seen hair products in there, so that was a shock in itself, but seeing Mizani was a double shock. Would they have a license to carry that stuff, or is it no different than getting it from the BSS?

I'm guessing one would only need a license if they were selling the relaxers.
