What part of Cali does she live in?

Inland, it's really dry and hot. The Bay is cool temperature, depending on the area. Southern Cali is hot, but not as dry and being Inland. So depending on where she lives she may need different things.

She lives in Fontana,CA.
 
Fontana is more inland and it tends to be hot and dry there. I live in Los Angeles. I use HE LTR Leave In. But that has protein and I'm not sure how her hair would react to protein. She can use pretty much any moisturizer but I think making sure she has a good chelating shampoo is more important. We have hard water here and it reeeaally dries my hair out. A good chelating poo (ORS Creamy Aloe) and moisturizing conditioner (Kenra MC) would be fine. Hawaiian Silky is good too, if you like spray moisturizers.
 
Oregon chiming in! It tends to be pretty rainy/humid for most of the year here, then almost bone-dry in the summer. I mainly use NTM leave-ins for moisture and occasional serums to seal. Of course, this will be my first summer with a BKT, and so far I have not been using much in the way of extras...BKT seems to be keeping my hair in check. Also, I use Hair One as a poo/con, and that's been helping.

I use the HE LTR leave in as my staple leave in as well and yes we do have horrendously hard water.

I remember the last time I went to a HI a few years ago and was co washing everyday. My hair was so so soft. I'll never forget it.

Hawaiian Silky really didn't do much for me but i have to cosign on the HE LTR. Thats good stuff :)
 
I live near your mom in Riverside, CA. It is very hot and dry in Fontana and can be very windy in the summer (Santa Anas). I use Mizani rose H2O at night and if I have a wash and go or need to spritz my hair, aloe vera juice, rose water and water. If that isnt enough for her a little glycerine may help.

I use Hawiian Silky 14n1 honestly it's the only moisturizer that lasts on my hair all day.

If it works in Vegas, it will work in Fontana. I'm a couple blcoks frm the beach, so I use phyto7 and a bit of camellia oil - a combination that works perfectly for me. But I wouldn't suggest something so light for Fontana. Phyto 7 or 9 certainly, but certainly a heavier oil to seal.
