my hair is also layered and uneventhe front touches my shoulder when streched and the back is at apl. so to solve this, i just twist the longest section(back of my hair) wet so when shrinkage kicks in it falls to my shoulders. and the shorter sections(the front) i usually stretch by blowdrying first than i twist dry so the twists falls to my shoulders. and VOILA! the illusion of even hair because most of my hair then falls at my shoulder!
