is water and oil mixture pointless?

For my hair it is. I did a mix with both and it was pretty much pointless. Now I just have my conditioner mix and I follow up with oil. My hair likes it like that.
 
It might depends on what you want to do.

If you feel that your water (alone) is a good enough moisturizer for your hair then it'll moisturize and seal. The combo would act as if you're putting oil on wet hair. The oil and water won't mix not even after shaking, so you'll get water spread here (and those molecules will penetrate) and oil spread there (and those molecules will coat the strand). Even if the oil hits the strands first, the smaller molecules will penetrate and the bigger ones will coat.

This spritz combo won't moisturize like a waterbased product with oil would though because there is no emulsifier to thicken the mixture and bond them as one.
 
I don't do it but if you're worried about it mixing I'm pretty sure fractionated coconut oil mixes with water.
