I think it would be okay to use any neautralizing shapoo. I would just make sure the pH is between 4-5, the bottle should have that info on it. Also if it has been sitting for a while I would buy a new bottle-just to be safe!
i am no expert on this, but i would use the brand of neutralizing shampoo that goes with the particular brand of relaxer (products in same line work well together and also because they complement each other the ph probably do also. )

also can u use neutralizing shampoo as a clarifying shampoo? I have so many tiny bottles of neutralizing shampoos from relaxer kits everywhere

I DO.
I use the neutralising shampoo for first wash then follow up with my favorite shampoo for the second wash. I do this once a week or once every two week depending on how much product build up i have. Try it
I wouldn't think so because relaxers have different alkalinity levels and their shampoos probably are adjusted (different) to bring the hair's ph to where it should be. I don't think I'd use a different neutralizing shampoo unless I did an ACV rinse afterwards.
I always use the neutralizing shampoo that corresponds with the relaxer b/c I'm no expert on what works with what. So just to be on the safe side, I use what's recommended.
