I seriously doubt it.
ETA: If it is I doubt there is any way possible to enforce it. Who exactly would come and fine/punish the person? I doubt anybody's local police will go busting through someones house for hair getting done.

I think it is, and I only say this because for an entrepreneurship class in college, people couldn't be hair stylists because they weren't licensed. Technically you need to have a license.
and most people doing hair out of their homes arent licensed.... but idk, im sure its not that big of a deal.

I'm not sure if it is, people are allowed to have home based businesses. But at the end of the year stylist should file self employment on their income taxes (they are double taxed actually). There is a lot of this actually with this economy because people are filing taxes with self employment to get a refund with EITC.

The practice of Cosmetology includes providing the services of natural hair styling, esthetics, nail specialty and waxing and also includes providing services to the hair, head, face, neck or scalp of a human being, including but not limited to shaving, trimming, and cutting the hair or beard either by hand or mechanical appliances and the application of antiseptics, powders, oils, clays, lotions or applying tonics to the hair, head, or scalp, and in addition includes providing, for a fee or any consideration or exchange, whether direct or indirect, services for the application of dyes, reactive chemicals, or other preparations to alter the color or to straighten, curl, or alter the structure of the hair of a human being.
Who must apply for a Cosmetology license?
Any person practicing Cosmetology as described above is required by law to have a Cosmetology license. A Cosmetology license will not permit you to operate a business; a separate business application must be completed and a separate business license obtained.

It is illegal for the person doing the hair. They have to be licensed and have appropriate equipment and plumbing to handle a "commercial" activity.

Its a big deal if someone gets a nasty homegrown infection or is severely burned from a botched relaxer job. Other than that, the laws are there, but there's not much enforcement if its just NeNe via word of mouth on the DL. If Pookie decided to put an ad in the paper or Craigslist, it could catch up with her eventually.

This is a state law issue. So you have to check with your state. In Florida, It is legal to operate a home salon as long as the salon has an entrance separate from the home. So you can't just be licenced and charge people to do hair from your house. It has to be an actual Salon which follows typical salon guideline with its own entrance. That home salon is subject to inspection just like any other salon. This is only for services which requires a license (like applying chemicals).
