Where could you send or take a product to test the ingredients of a product? Most importantly though I wanted to know about testing to see the percentage of each ingredient in a product.

You would need access to a chemist that has some R & D experience in cosmetics, particularly lotions, cremes and the like.
Not sure if you can find a local testing center because formulations tend to be protected in the same way patents are protected. An experienced chemist should be able to break down the basic portions for you but not to EXACT proportions.
Be aware tho, that some companies go a long way to protect their proprietary blends.
