I'm pretty sure they're purpose is to seal in moisture (as with other oils). I always use mine according to the package instructions - Heat the tube in hot water and let it sit on my hair before shampooing. I do leave it on my hair longer than the directions suggest (1/2 hour to 1 hour) and sit under a conditioning cap. Most work well for me and I really like using them.
I don't use oil sheen too much nowadays.
