Sometimes they come with the product, however, that's usually a package promotion. Most likely, you'll have to purchase seperately and the vendor has them for sale.
If you don't see it out by the product, just ask the counter folks they'll get one for you to purchase.

You can get them from Sally Beauty but those are cheapie in my opinion.
You can order from very nice ones from Ebay. I think there is a seller called Gallons To Go that sells them, even ones that are specific for the Joico Liter bottles.
You can also do a Google search. There are some sites that sell them for good prices.
Last time I ordered 3 or 4 from Ebay just to keep.
