Grape seed oil makes my hair shiny.
Black rinses makes my hair shine.
No relaxers makes my hair shine. My natural roots look way shinier than my texlaxed ends.
 
Moisturizers with shea butter makes my hair look dull and dry. It will feel nice and smooth but looks dry. Qhemet makes some great finishing pomades. The amla pomade gets my hair shiny for days without being greasy. Straight oils (except for wheat germ oil) gives me hard hair.
 
Couple of questions. Do you wear your hair curly or straight? whats the moisture level of your hair? while there are lots of products that can make your hair shiny temporarily if you can get to the heart of the problem your hair will have its own natural shine/sheen.
 
I use clear glaze, coconut oil, argan, shine serums and other oils. Nothing seems to last. I am not if it's the weather because I don't remember havimg issues during the summer. I also use porosity control with almost every wash.

My hair continues to look dull when I leave the house and people tell me my hair looks dry. It does, even when it feels soft.

I'm relaxed and colored (lightened). Wth the exception of about 2 INCHES of my roots, which are textlaxed (not on purpose) and not colored.

I mostly use ORS products in my hair, recently started putting suave keratin leave in condish annd coconut oil. I cowash as needed when my hair looks too dry. With whatever I have. I moisutrize and seal up to 4x a day because it always looks so dry. When I leave the house for work my hair dries up in a few short hours.
 
Lowering your hair porosity may help as closed cuticles will reflect more shine. Clear rinses and glazes can help with that. Also oil treatments or just more frequent oiling too.
 
Sometimes the shine serums can make hair look good initially, but then it can get dry and dull looking. Especially if the serum has silicones in it. Maybe you need to clarify then use a really good moisturizing deep conditioner with heat. HTH
