I've done this all my life...which explains why i always had badly breaking hair that never went past shoulder length. Now i go to a guy who is very careful about only applying to the roots. And surprisingly the previously relaxed hair comes out bone straight as well.... I think that during the rinsing process, the relaxer rinses over the previously relaxed hair and it straightens it just as good. so there is no need to apply it to your hair.... you are only causing more damage and breakage....
