Origional African Hair Braiding in Columbia is good. I get my micros done there all the time. They do my micros for $180 not including the hair, so I am sure that the cornrows are a good price. I got rows done there once before, can't remember the price and they lasted well over a month and looked GREAT!
Also, there is a shop right on 175 behind the Cluck U Chicken and Liquor store (sounds ghetto, huh?? lol) called Dawn's. She does EXCELLENT braids, cornrows and sew-in's. I have seen lots of her work and she is fabulous. I highly recomment her. That's really close to you location wise, so you might want to check her out. I don't have her number, sorry.
Not really sure if this is an area you are willing to go to distance wise, but I always go to Roots African Braiding Salon on Harford Rd in east Baltimore. I have been going to them for years, and have never been disappointed. The only thing is, you have to demand that they not braid too tight, braid your edges, etc (as with any other braiding salon).
It's not exactly close to Glen Burnie/Ft Meade(it's about 20-30mins), but I always go to Beauty Braids on Marlboro Pike. They're fast and they always have more than one person working on your hair (if you get there early on on a weekday, they'll have 3 people braiding your hair). Also, the hair is included in the price.
