BeautyGoesDutch, this looks like it could be a flexi-rod set, or possibly a twist and curl with the roots lifted. I looked at this video, and it looks similar. HTH

Very pretty hair, but not too forthcoming on the tutorial part. You could probably get that look with Curlformers, too...lots of Curlformers.
