I would suggest Clairol Beautiful Collection semi in Cedar Red Brown.

Achieving that color at home is not gonna be easy unless you have a lot of experience with color & highlights.
Her hair is blended with three distinct colors to add hi-lights and low lights to her red. In that pic I see blonde highlights and two reds. Unless your hair is naturally blonde you are not going to be able to create that with semi-perm color. The color has to be permanent.
If you use the same permanent color all over you will not get the same results as in the photo. I think that you need a professional to do this color.
I found a close-up pic of some of her hair. I think you can see her hair color better on this photo:
