Yes. Texlaxed hair is still relaxed hair, just under-processed. It will probably be a bit harder to judge where the texlaxed hair starts and the new growth ends, depending on what your texture is.
 
Yeah you can. It would be a easier to blend the 2 textures if you were texlaxed as opposed to relaxed bone straight.
