Can someone give a breakdown....

When a product (usually a conditioner) has good "slip," it means that your hair feels slippery upon applying it. It helps a comb or your fingers slip through your hair easier, for better detangling.
 
Slip doesn't necessarily mean moisture -- at least not in the products I've used. I've found that the product that give me good slip have lots of silicones that build up on hair over time and actually prevent moisture.
