I achieve something like this using the little rod rollers (think jheri curl ones) on my relaxed hair a few years back. You could get the above look if you have a bob too. I styled my friends hair like this when she was going on vacation and she have a short bob.

Here's my pic, this is probably a few days old. It is not great because 1) my mom took it and she is photo taking challenged and 2) my mom bought a digital camera through the mail that had to be worth 1 dollar and was some crap.

You could also do this by putting the hair on rods. I would use the bendable kind. Then when the hair is dry, carefully seperate the curls as much as possible to get the "natural" look if you are relaxed, or really run your fingers through it if you are natural and even allow a bit of steam to soften it.
